Als Zatoichi in dem Dorf Kiyotaki ankommt, findet er sich direkt in einem Kampf zweier Oyabuns - Unterweltbosse - wieder. Während die Bauern Hunger leiden zwingt einer der Oyabuns, Tomizo, sie ihr Geld beim Glücksspiel auszugeben und so weiter in ihr Verderben zu rennen. Sein Gegenspieler Asagoro nimmt sich der Bauern jedoch scheinbar an und bezahlt ihre Schulden. Von dieser Großzügigkeit berührt beschließt Zatoichi seine blutigen Künste herzugeben, um die Situation der Bauern zu verbessern. Jedoch offenbaren sich erst zu spät die wahren Absichten der beiden Oyabuns und Zatoichi erkennt zuspät, dass er eine Figur in ihrem teuflischen Spiel war. Ebenso wie der Schwertlose Samurai Ohara Shusui, der von den Bauern zum Anführer erkoren wird und sie aus ihrer Misere befreien will.
